On 5 and 6 July 1971, a little-known meeting took place in Siliguri that shaped how the Liberation War of Bangladesh would be fought. The conference cleared away much of the confusion of those early months, helped settle the policies followed for the rest of the war, and brought a cohesion that hastened victory. Yet no full record of its proceedings was ever preserved.
